Data protection cross-border enforcement: statement by rapporteur Markéta Gregorová

Ahead of the first trilogue talks on the GDPR cross-border enforcement reform, newly appointed EP rapporteur Markéta Gregorová (Greens/EFA, Czechia) issued a statement.

 

On Monday 4 November, negotiating teams from the European Parliament and the Council of the EU, represented by the current Hungarian Presidency, will meet for the first time to discuss the proposal to reform enforcement procedures in cross-borders cases of the General Data Protection Regulation (GDPR).

 

Before the meeting, Parliament’s rapporteur Markéta Gregorová (Greens/EFA, Czechia) said:

 

"As a dedicated advocate for personal data protection, I was honoured to assume the role of the rapporteur. The GDPR has been a groundbreaking piece of legislation with an overwhelmingly positive impact. However, enforcement has sometimes varied among Member States, leaving certain gaps that need to be addressed.

 

I am encouraged by both the Council and Parliament positions. Our negotiations will concentrate on refining these ideas into a coherent and effective framework. A top priority is ensuring that all entities, regardless of jurisdiction, are subject to consistent and timely enforcement. Furthermore, the Parliament will strive to establish clearer processes for complainants and to improve access to justice, while ensuring comprehensive and seamless cooperation between national data protection authorities."

 

Background

 

Earlier this year, the Parliament and the Council adopted their respective positions to the proposal, tabled by the European Commission in July 2023. They will now hold talks to agree on the final text of the act, which needs to be adopted by both institutions.
