Common Agricultural Policy post-2027 proposal: statement by Carmen Crespo Díaz, rapporteur for own initiative report

The European Commission presented today a proposal for the Common Agricultural policy post-2027.
Reacting to the Commission’s proposal for the common agricultural policy (CAP) in 2028-2034, rapporteur for the Agriculture Committee report on the future of agriculture and the post-2027 common agricultural policy Carmen Crespo Díaz (EPP, ES) issued a strong warning about the risks of weakening one of the EU’s most emblematic and strategic policies:
“Dismantling the second pillar is dismantling the CAP. Without generational renewal, without rural development, without modernization, there is no future for European agriculture,” said the AGRI Committee rapporteur.
She called for a strong CAP, with its own budget and distinct identity, to protect the primary sector and guarantee food security for European citizens. “Without farmers, there is no food sovereignty, no territorial balance, no social cohesion.”
Mrs Crespo Díaz also harshly criticised the Commission's plan for “diluting and dismantling the CAP, especially by proposing a degressive approach to payments that penalises larger farms and excludes key crops such as cereals and olive groves, which are essential to European diets, rural economies, and strategic autonomy.”
“Europe’s farmers have already endured years of pressure — from climate extremes to rising costs and unfair global competition. Now is the time to reinforce, not weaken, the CAP. This proposal risks doing exactly the opposite,” Carmen Crespo Díaz concluded.
Background
The report on the future of agriculture and the post-2027 CAP was adopted by the Agriculture and Rural Development Committee on 7 July 2025. It defines Members’ visions and demands for the upcoming CAP. The report will be put to a vote by the whole Parliament in September plenary session.
