Setting up national aspirational targets and plans to stimulate growth of low-emission cars by 2035

Financial support only for zero- and low-emission corporate vehicles “made in the EU”

58% of new cars and 90% of vans are corporate vehicles registered by legal entities

On Wednesday, Transport and Environment Committees MEPs adopted their position on how the EU should speed up the share of clean vehicles in corporate fleets.

The draft rules, adopted by 89 votes to 29 and with four abstentions, would cover corporate cars and vans registered by large businesses in the EU countries, with more than 250 employees and a turnover over €50 million. They would not apply to vehicles designed specifically for certain purposes, such as civil protection, maintaining public order and essential services, or miliary mobility.

Specific national aspirational targets

To reduce fossil fuel dependence and boost competitiveness, MEPs want the regulation to set aspirational targets for each EU member state regarding the share of zero-and low-emission vehicles in new corporate vehicles registrations they should achieve by 2030 and 2035 - ranging from 67% to 95%. They also want to give governments the freedom to determine the most appropriate mix of support and enabling measures needed to reach these targets, including more favourable road tolling, as well as improving charging infrastructure.

National plans and EU guidelines

MEPs want each country to establish, implement, and periodically update national plans for the uptake of zero-and low-emission corporate vehicles as of 2028. The plans would contain assessments of market developments, fiscal regimes, policies and measures. They want the Commission to publish EU guidelines listing and evaluating best practices, taking into account specific operational, technical, and economic characteristics of corporate fleets.

Financial support for corporate vehicles

MEPs argue member states should not provide any financial support for corporate cars and vans other than zero- or low- emission vehicles as of 2028. Moreover, they insist that any financial support should be provided only to cars and vans “made in the European Union” (a principle to be defined under the Industrial Accelerator Act).

Quotes

“With this law we are making sure corporate fleets lead the shift to clean mobility and taxpayer funds are allocated as efficiently as possible: the member states will have to make clean vehicles, built in the EU, the default option for companies and workers – a win-win for the climate, public finances and Europe’s automotive workforce”, said Tiemo Wölken (S&D, DE), co-rapporteur for the Committee on the Environment, Climate and Food Safety.

“The report represents a big step towards clean, affordable and sovereign mobility in Europe. From 2028, public support will be allowed only for clean corporate vehicles made in the EU. And after three to four years, these vehicles will go to the second-hand market, making electric vehicles more accessible to low-income households”, said François Kalfon (S&D, FR), co-rapporteur for the Committee on Transport and Tourism.

Next steps

Parliament’s final position and mandate for negotiations with EU governments is expected to be voted on at the December 2026 plenary session.

Background

In December 2025, the Commission presented a proposal for a regulation on clean corporate vehicles, as part of its automotive package.

Businesses are responsible for the purchase of 58% of new cars and 90% of new vans in the EU annually, typically selling them on the second-hand market after three to four years - a segment where over 80% of European citizens purchase their vehicles. The share of zero-emission vehicles in corporate fleets remains limited, with only 17% of corporate car registrations in 2025, slightly below the overall EU average of 17.4%.
