Parliament gives its final approval to the revised construction products regulation
Publication of standards to become faster and more efficient.
All product information to be made available in a single place via Digital Product Passport.
Inclusion of used construction products to boost reuse and remanufacturing.
Parliament has given its final green light to the construction products regulation that aims to boost digitalisation, harmonisation and sustainability in the sector.
The new rules will strengthen the single market of construction products and support the green and digitalisation goals of the EU. The regulation was approved by the plenary with 505 votes in favour, 40 votes against and 78 abstentions.
More harmonisation in the EU
The new rules will improve the publication of standards for construction products in the EU so that manufacturers could place new and innovative products on the market faster and cheaper. The regulation will also harmonise and simplify procedures and make it easier for companies to sell their products all over the EU.
Sustainability and digitalisation of the sector
To stimulate sustainability, the new rules list environmental requirements that manufacturers must mention in their declarations of performance and conformity in the future. The regulation also promotes wider uptake of reused construction materials and harmonises rules regarding sustainability criteria used in public procurement.
Additionally, the revised regulation will require products to have a digital product passport so that users could check instructions and information for example via a QR code wherever needed, for example at the worksite.

After the vote, rapporteur Christian Doleschal (EPP, DE) said: “After years of a backlog of standards, we have successfully paved the way for the new construction products regulation and taken a significant stride towards the digitalisation of the construction ecosystem. The digital product passport will revolutionise access to critical information on construction products, encompassing safety details, usage instructions, and declarations of performance and conformity. Additionally, the new construction products regulation will streamline procedures, alleviate administrative burden and diminish trade barriers for our companies. Adoption of this regulation is an important milestone for our European internal market!”
Next steps
Now, the Council will have to give the new regulation its own final formal approval. After that the text will be published and come into force.

In adopting this report, Parliament is responding to citizens’ expectations to promote sustainable consumption, packaging and production, support sustainable growth and innovation, enhance EU’s competitiveness, deepen the Single Market and promote digital innovation, as expressed in proposals 5(1), 5(13), 11(1), 12(1), 12(13), 12(17) and 35(7) of the conclusions of the Conference on the Future of Europe.
